Mr. Terrific
A rags to riches story of an African-American genius who becomes one of the smartest superheroes on Earth. This is guy is smarter than Batman, he's loaded up with inventions, and he's travelled time and space. More grounded than all that he's a man who smarts made him different, who's wife and child's death lead him towards suicide, but came back from it inspired by the story of a Golden Age story. He believes in Fair Play and be displayed as a powerful African-American celebrity superhero. Also those T-Spheres could have artificial intelligence. Funny artificial intelligence.
The New Gods
Orion, Mr. Miracle, Big Barda, freaking Darkseid, man. If the final big boss for The Justice League is going to be Darkseid you might as well teach people where the character comes from. This is a story of modern mythology, creative tales crafted by Jack Kirby. These characters may not be A-List, but they never disappear. Tom King's Mister Miracle would make a great film. The basic origin behind Orion and Mister Miracle are worth the time. And Big Barda would be the second strike of female empowerment Warner Bros could have! And to have an old woman be a main villain? Yes, please.
OMAC
Another Jack Kirby idea in which a corporate nobody in the near future named Buddy Blank becomes the partner of an AI satellite called Brother Eye. The satellite can transfer various superpowers to Buddy and turn him into a One Man Army Corps, an OMAC. Buddy loses his life and identity to a Global Peace Corps who want to squash rebels across the world. Some science-fiction and corporate espionage, some crazy character designs and references to the world the JL left after their time. Newer versions of OMAC establish Brother Eye as a defense system set up by Batman to protect the Earth, but it went haywire. The program would turn a hand-picked group of soldiers into cyborg superheroes. So if you ever want Batman to look like a dumbass on purpose there you go.
The Outsiders
Batman's secret Justice League, one he controls. Essentially this is a black-ops superhero team consisting of diverse characters like Black Lightning, Katana, and Metamorpho. Maybe you can insert one of the Batman kids, or make them a group Batman set up as a secret team meant to do the things he can't. At the very least the team could be reworked as a teenage team of heroes who have some sort of bone to pick with The JL and think they're methods are better.
Plastic Man
Plastic Man is a fun character who could totally counterbalance the DCEU. We have the effects now, we have plenty of comical writers, and this character has so little in the field of stories you could do something totally new with the character. There are a ton of great comedy actors who could fit the role, viewers could meet the slobbish sidekick that was Woozy Winks. To see a Plastic Man with perfect effects and writing would be a dream come true to those of us who remember how uplifting DC Comics can be sometimes!
The Question
A straight-up detective story with a mysterious protagonist. The inspiration behind Rorschach, a conspiratorial pessimist with a dry wit and hidden skills. The Question could be the low-budget, well-made, character focused piece involving a true mystery. Insert some obscure DC criminals and maybe some inspiration from Dennis O'Neil, and you have a home-run detective story.
Red Tornado
Basic robot-to-human story with a machine designed to destroy the JL, but sided with them instead. One of the rare comic book character who has wind powers, but also a character who desires family. Red Tornado has a great design, he is unlike a lot of DC characters. He has an evil counterpart, he tried to create his own son, he has dealings with evil scientists. He could just be a cool solo robotic superhero.
The Rogues
Here's a fun one. The villains of The Flash are unlike any other batch of villains because The Rogues don't want to kill people, they don't want to take over the world, they just want to get money and make The Flash look back. If Warner and DC are too scared to do a Flash film, show us the other side of the fence. Captain Cold, Heatwave, Weather Wizard, The Trickster, Mirror Master, Golden Glider, maybe even Captain Boomerang. Or, Cap Boomerang dies and his bastard son trains under The Rogues? They could stage a huge heist or plan a road trip to start up crime in another city. Just take these colorful characters and get them in the same room. Make it a Suicide Squad with some actual comedy and less stupidity.
Sandman
Neil Gaiman's Sandman creates a world, creates a new mythology within the DCU, introduces beyond real characters. It's a lot to process, but just trust me when I tell you Sandman is one of the best comic book stories in all of DC Comic's history.
Secret Six
Lex Luthor (one of them anyway) creates a specifically crafted team of villains called The Secret Six. Catman, Bane, Ragdoll, Jeanette, Scandal Savage, and Deadshot. This would be an interesting spin-off from Suicide Squad, a great chance to introduce Bane and Vandal Savage's daughter. Ragdoll and Catman would be interesting characters to introduce to people, and you could really set these guys up for an action packed mission and maybe even have them work for a plot-twist villain.
